The PPR shape

Josh Allen starts everywhere. James Cook is an RB1/RB2 whose workload should remain valuable even if Houston prevents long runs. DJ Moore is a WR2, while Khalil Shakir is the more PPR-specific Buffalo flex because he can pay off through receptions rather than one contested play. Dalton Kincaid is a low-end TE1.
